"...the Edgemont project has not proven to be an economically viable proposition, so, this project is currently in transition. We believe that the success of the project is dependent upon entering into a joint development agreement with The Canyon Oaks project and possibly Provo city councilman Steven Turley. We are in communication with Steven Turley regarding our ongoing negotiations of the sale of the Smith property. Steven has indicated interest in purchasing the property and entering into a joint development agreement with Anderson Development. Pending the outcome of these negotiations, we will determine which direction to take on the planning and engineering of this project. Anderson’s original vision for the development was high-end residential on Provo’s east bench (above Riverwoods), currently the property is pretty steep ‘mountain’ terrain."

This kind of activity on Steve's part does not surprise me. Steve is the owner of Premier Realty Investments.
Steve has been a developer of sorts even before he got elected. One of Steve's motivations to run for office was to rezone his back yard where he had two huge holes dug to build a couple of duplexes.
When he dug the holes the zoning allowed for duplexes, but before he could get the approvals he needed, the Council changed the zoning to only allow for single family homes with or without an accessory apartment.
While in office he has managed to rezone his property so he can build three duplexes instead of just two and a single family home. ( A net gain of one new unit. )
Besides the duplexes, Steve also got a rezone to build some condos in his own neighborhood.

Beyond helping himself, Steve has also tried to help friends and family to develop their properties by advocating changes to our Annexation Policy, our General Plan for growth, and our zoning.

Since the Council approves zone changes, annexations, and changes to the City's General Plan, this is a clear conflict of interest.

Since Steve has repeatedly and inappropriately mixed business with politics, I will be voting for someone else this year.
